The service fee is a flat 499 USD, charged in XLM in the same transaction that deploys the token. Every feature is included in that price — enabling mint, burn, pause, blacklist, whitelist, force transfer, a document reference, a per-address balance cap, a transaction tax or a burn fee does not change the fee.
On top of the service fee you pay the Stellar network fee for the deployment. On Soroban that fee depends on the transaction's resources and on the contract's storage rent, so the exact amount of XLM is calculated when the transaction is prepared and shown by your wallet before you sign. Fees are quoted in USD and converted to XLM at the market rate at the moment you sign, and managing the token afterwards carries no Token Tool service fee — mint, burn, pause, blacklist, whitelist changes, ownership changes and metadata edits are all free of it, though each still pays the Stellar network fee. This applies to SEP-41 tokens. A Stellar Classic asset, which Token Tool can also issue, is priced per management action instead: minting, authorizing, freezing or unfreezing a holder, clawing the asset back and locking the issuer cost 5 USD each.
